Boko Haram Has a Thriving Territory Contrary To Narrative of Nigerian Forces

From the shores of Lake Chad, Islamic State’s West African ally is on a mission: winning over the local people.

Digging wells, giving out seeds and fertiliser and providing safe pasture for herders are among the inducements offered by Islamic State in West Africa (ISWA), which split from Nigeria’s Boko Haram in 2016.


“If you are a herder, driver or trader, they won’t touch you – just follow their rules and regulations governing the territory,” said a herder, who moves cattle in and out of ISWA territory and whose identity Reuters is withholding for his safety. “They don’t touch civilians, just security personnel.”

The campaign, which has created an economy for ISWA to tax, is part of the armed insurgent group’s push to control territory in northeastern Nigeria and in Niger.

ISWA stretches farther and is more entrenched than officials have acknowledged, according to witnesses, people familiar with the insurgency, researchers and Western diplomats who have for the first time provided details of the group’s growing efforts to establish a form of administration in the Lake Chad area.

A map produced by the U.S. development agency in February and seen by Reuters shows how ISWA territory extends more than 100 miles into the northeastern Nigerian states of Borno and Yobe, where government has in many areas all but vanished after a decade of conflict.

The Islamists have not been defeated, as Nigeria says, and researchers say ISWA, less extreme than Boko Haram, has evolved into the dominant group. The U.S. map paints a similar picture, with ISWA operating in much of Borno.

“Islamic State has a terrible reputation for being so brutal around the world, and people can’t imagine an Islamic State faction could be more moderate (than Boko Haram),” said Jacob Zenn, of The Jamestown Foundation in Washington D.C.

The Lake Chad countries – Nigeria, Niger, Chad and Cameroon – have long neglected the region, allowing ISWA to create a stronghold from which to launch attacks. Its gains contrast with setbacks for Islamic State in Syria and Iraq.

It makes sense for ISWA to organise the local economy and raise taxes, said Vincent Foucher, who studies Boko Haram at the French National Centre for Science Research.

“It opens the longer game of trying to create a connection to people,” he said, adding that if ISWA succeeds it may become a greater threat than Boko Haram.

In 2015, Nigeria’s President Muhammadu Buhari pledged to finish off Boko Haram. Officials maintain this has been achieved, although the conflict continues into its tenth year. A presidency spokesman declined to comment for this story.

“THEY ARE NOT A GOVERNMENT”

Analysts estimate that ISWA has 3,000-5,000 fighters, about double Boko Haram’s strength. But ISWA’s territory is not completely secure. The Nigerian air force often bombs, and troops from Lake Chad countries attack the insurgents’ domain around its shores and islands.

Nigeria’s armed forces “just see them as Boko Haram,” said Brigadier General John Agim, spokesman for the Nigerian military, at a briefing. “We are not interested in the faction, what has that got to do with it?”

“They are not a government, they kidnap girls from schools,” Agim told Reuters in a separate interview.

The military has announced an operation “to totally destroy Boko Haram locations in the Lake Chad Basin” – ISWA’s domain – and end the insurgency within four months.

But ISWA has so far proven intractable in its Lake Chad bases, where troops have been unable to make effective inroads, according to a Western diplomat who follows the group. The Nigerian military had “completely lost the initiative against the insurgency,” they said.

The diplomat said ISWA was ready to cede less important areas because the military cannot hold them. “However, they maintain absolute control over the islands and immediate areas near them where they train, live, etc.”

The U.S., British and French militaries are helping regional governments with intelligence and training. Western officials declined, or did not respond to, requests for comment.

ISWA protects locals from Boko Haram, something Nigeria’s army cannot always do. That, according to one of the people with knowledge of the insurgency, has won the group local backing and eroded support for the military.

ISWA is led by Abu Musab al-Barnawi, the son of Boko Haram’s founder, Muhammed Yusuf, whose killing by police in 2009 sparked an Islamist insurgency in Nigeria that, according to the Armed Conflict Location Event Data Project, has so far cost more than 34,000 lives.

ISWA’s leaders are low-profile, not appearing in videos or claiming responsibility for attacks, possibly to avoid the international media, and the ire of regional governments. Reuters was unable to contact the group for comment.

This contrasts with the wholesale violence of Boko Haram under the publicity-hungry Abubakar Shekau, who has executed even close lieutenants. His group has strapped suicide bombs to women and children to attack civilians in mosques, markets and refugee camps.

SPIES EVERYWHERE

Boko Haram and ISWA are bloody rivals, but some travellers in ISWA territory feel safer than elsewhere in Nigeria’s northeast.

“They have checkpoints for stop and search, and if you are a regular visitor they know you,” said a second herder, adding that ISWA has spies everywhere, including informers who alert them to military attacks.

He described seeing Islamic State’s black flags and said preachers were used to win people over.

Under ISWA, men must wear long beards, night-time movements are restricted, and prayers are compulsory, the herder said. Offenders can get 40 lashes.

The herders said ISWA provides safe grazing for about 2,500 naira ($8) a cow and 1,500 naira ($5) for smaller animals. ISWA also runs slaughterhouses for the cattle, taking a cut for each animal, as well as from other activities like gathering firewood.

SUPPLY AND DEMAND

Maiduguri is the biggest city in Nigeria’s northeast, the centre of the military’s fight against Boko Haram.

But rural areas largely remain no-go zones for the authorities. It is there that ISWA is making its mark, offering people protection, particularly from Boko Haram.

“Al-Barnawi is sending people into IDP (displaced persons) camps to encourage people to return and farm, and the people are,” said a person with knowledge of ISWA’s activities.

The person said Nigeria’s military plays into the insurgents’ hands by shutting down markets to deny supplies to the group, while ISWA encourages business.

“They are friendly and nice to those who come to the area, while they indoctrinate other people and sometimes they bring motorcycles for those who want to join them,” a charcoal maker said.

DISTANT RELATIONS

Despite its name, experts believe ISWA’s ties to Islamic State in the Middle East are limited.

“What’s clear from ISWA primary source documents is that ISWA has asked IS for theological guidance on who it is lawful to attack,” said Zenn. Daily activities, including military operations, are left to its own leaders, he said.

Others say the insurgency lacks the broader appeal of Islamic State in Iraq and Syria.

“ISWA is the largest IS affiliate, but it’s very much a Nigerian organisation. It doesn’t have foreign fighters coming, it’s hard to get to this place,” said the Western diplomat.

What fighters it does have can carry out targeted attacks, including the February kidnapping of 100 schoolgirls from the town of Dapchi, most later released without explanation, and a deadly raid on a Nigerian military base in March.

But ISWA faces a dilemma: while wooing the population, it has harshly punished those who resist it, for example massacring dozens of fishermen last August, and this could hurt its standing with local people.

“It’s important not to paint too rosy a picture,” said Foucher, the researcher.

A Verdict On Buhari is Out; Fit For Farms

JURY IS OUT FOR CANDIDATE BUHARI!

What would have been the news was if Buhari announced he wasn't running. His announcement was no news. His recent efforts at rapprochements with Tinubu were the background works. You may ask John Oyegun!

For Buhari, the jury is out. In 2015, he was protected, propped up and dressed in borrowed garbs. Above all, it was all about what he WOULD do. And not what he HAS DONE.

In 2018/19, these are the new realities:

* Buhari now has parameters that can be used to assess him vis-a-vis former leaders. The esoteric propagation of the messianic capabilities he has is been lost FOREVER!

* The contrived veil is off and the contrived myths have been broken. So no one can deceive us again about his daughter being married to Igbo man or his cook being from Ekiti State.

* Gone are the tales of a very spartan President who would prevent his family from coming close to the seat of power and abuse their privilege. The son of a poor father does not fall from a $56,000 motorbike!

* The myth of a strong-willed and no-nonsense president has also been demystified. Buhari has shown that he does not have the courage to sack erring aides or take strong decisions.

* The lies of being a father-figure have also been debunked. From his actions and appointments, he is not for nobody. He is actually for "some bodies".

* Gone are the myths of a very intelligent president. If a leader keeps saying he is not aware it shows how much he is not in control of his regime.

* The sympathy of the media he UNFAIRLY enjoyed in 2015 is gone for good. Now, he must buy his own goodwill. And it doesn't come cheap. There is always a crucible!

Finally, Buhari must face a debate. As the sitting President, he cannot run away like he did in 2015. He was the under-dog then. Today, he is the chief salesman of his own brand. A challenger cannot ask a sitting President for a debate and he will duck it.

Now, Buhari and his crowd will now understand the DIFFERENCE between mounting the soap box and say: "I WILL DO THIS AND THAT... " and "I HAVE DONE THIS AND THAT..."

The former exists in the insolent realm of FANTASY while the latter operates in the stifling cosmos of REALITY.

Yesterday I was telling my younger brother of how I heard of a certain science teacher in my locality who went online to get values for physics practical experiments last year instead of doing the experiments with his students and they all failed when the results came out....

And my brother remarked...

"He didn't get his values from the right site na."

He further enlightened me as he had done before, on several sites on the internet where by sending recharge cards of N400 naira, students have access to questions and answers of the exams they are writing, real-time. With a subscription of N800 naira the answers are sent directly to your phone, with N400 naira you have to go online to get your answers.

These sites always have all exam papers, probably a day or two before the exams. And they have the solutions too. And they are several of them: Naijaclass.com, Examcrown.com, Exponet.com, examsort.com, Gurus.com, etc. doing adverts, competing for patronage like legitimate businesses.

On these sites are the testimonies of Nigerian students. "Thank you XXX for making me pass." "God bless you for saving me." "You people are the best, I have so so distinctions." I just saw the testimony of a student on Exam Crown who got 7 A1 and a B3 from using their service.

I went to one such sites yesterday at the risk of getting a heart attack. I always knew they existed but had deliberately avoided them. And lo, in front of me were solutions to the physics exam students were sweating in the hall on yesterday. The solutions online were posted on the 19th, a day before the exam. Students typically have access to the solutions a few minutes to the commencement of the exams, of course to make maximum 'sales' as PINs could be shared if the answers were released earlier. Several of these students still need the cooperation of invigilators and their schools to use their phones in the exam halls to access the answers, while others take advantage of large examination centres to do their thing surreptitiously. Visit one of these sites and see how so damn easy it is to pass. It breaks my heart as a teacher.

My bro says those sites basically insult NECO. Their own questions are online two days before the exams, sometimes they do bonanza and give people answers for free for NECO exams. When WAEC sends teachers specimen lists ten days before the exams these guys have them online weeks before the exams.

See what education in our country has been reduced to. Why will our students read when they can pass with N400 naira recharge cards? Why will they not laugh at the teachers that try to make them study hard? When a budget of 4000 naira will get them through ten subjects. Why do we train students for six years in secondary school and not let them write their exams because we are doing "business"? Why does everything about this society has to be about making money?

So we have students getting 8 distinctions now and 300 in UTME yet having no substance in their heads. These ones will gain admissions into university, blocking the chances of the good students who legitimately got their 5 credits and 220 in UTME. So many of our good students won't gain admission. My John James couldn't gain admission with a score of 260+ in UTME last year. God'stime is a great student but he'd be lucky to gain admission with his 280+ this year.

Why are we so messed up as a country? Why does insanity thrive so openly? Who are these Nigerians who are destroying this system for pecuniary gains? Aren't they the same Nigerians who complain daily of the state of this country? Aren't they the youth who should be the future of this country? The same young people who cry daily of how our father's generation failed us? Have we all gotten to the point were we've decided that Nigeria is irredeemable and the only course of action is burning its rubble to ashes?

The rot in education is particularly sad, because it has ripple effects, spreading across all sectors. Imagine students using these sites to get 8 distinctions and 330 so they can go study medicine and surgery to become doctors. Imagine them wanting to become engineers, scientists, lawyers, etc. They'd most likely have to oil their way through school and come out deficient in whatever fields they find themselves in...even with great results.

Are our exam bodies unaware of these sites? Are we saying nothing can be done? Can the phone numbers these recharge cards are sent to not be tracked? Can the sites not be shut down somehow?

I just don't understand this country. Tiring.

Africa is currently experiencing another form of slavery through Pentecostalism.
We are now mentally lazy and our ability to reason scientifically has been incapacitated.
The African pastor won’t talk about Usain Bolt or Serena Williams. The African Pastor won’t talk about Steve Jobs or the young people in Silicon Valley reshaping our world.
They won’t talk about young American scientists spending endless hours in search of a cure to a disease that’s predominantly in the Tropical African Region.
The African pastor won’t talk about Chimamanda Ngozi Adichie or Ben Okri. In every corner of the world, there exist young men and women who have defied all odds and become successful through hard work, creativity, and dedication….
The African pastor won’t talk about them, neither will he ask his members to emulate the spirit of these individuals.
He would rather talk about sister Agatha who got a job she *WAS NOT THE MOST QUALIFIED FOR*because she prayed and fasted in line with their church programme or brother John a millionaire because he used all his salary as a seed in the church, or Papa Miracle who he laid his hands on and 3 of his children got admission in the university, or Mama Esther paid her tithe and her business started growing everywhere across the nation with no business plan, just boom, everywhere.
This has led to a new breed of mentally lazy young people who now see God as a rewarder of mediocrity.
To the African pastor, the only way to prosper is by paying your tithe and ' seeds in the church. So they will never talk about those, who have through hard work and dedication placed themselves on the world map.
No…..the African God only blesses the first 30 people that rush to the altars to drop $100 as seed.
The African God abhors hard work and creative thinking, he only gives to those who sow seeds and offerings…..and those who shout: “I am a millionaire” every morning and do nothing the rest of the day.
You want the Almighty to come down and help you use the talent He gave you and bless you because you are going to church to shout: “Daddy I receive it”, these are all jokers.
Can someone tell these jokers that irrespective of your creed, faith or religion, blessings, and favors follow you once you start using your talent and become useful to your society?
The Bible tells the story of the Talents.
Use it. A blessing is already bestowed upon us. When we use it positively, we ask the Lord to bless it. The Bible says His Grace is sufficient for us.
The Western world and Asians are excelling and dominating the world.
Let no Imam or Pastor manipulate our minds while they themselves drown in amassing wealth and luxurious splendor, while our people are living in abject poverty.
Be Wise. Worship of God is from the heart. But study, work hard and always watch & pray! May God Almighty bless us all, in Jesus' name!!''

FG List: My Reply To The Media Trial - Metuh

My attention has been drawn to the recent release of names of 'looters' by the APC led Federal Government through the Minister of information, Lai Mohammed. By this publication the federal government has breached our constitution by seeking to burden me with two criminal trials on the same charge, one before Justice Okon Abang and the other before the media.
In response to the scandalous publication, I wish to state as follows :

1) Since my arrest on the 5th day of January 2016 and subsequent arraignment, I have refrained from publicly discussing my persecution and travails by the government because as a lawyer, trained in the finest traditions of the Bar, I know that it is wrong to discuss a matter that is subjudice. However the present action of the government leaves me no option than to defend my name and integrity. I have therefore decided to avail the public of the true state of the contrived case against me.

2) The charge against me is that I received the sum of N400 million from the Office of the National Security Adviser to carry out duties assigned to me as the then National Publicity Secretary of the PDP by then President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria. The major crux of the prosecution argument is that I ought to have known that the money was a part of an alleged and yet to be proven unlawful activity of Col Sambo Dasuki(rtd), former NSA to President Jonathan.

3) The charge was brought regardless of the fact that neither President Jonthan who gave me the assignment and directed the release of the funds nor Col Dasuki(rtd), who effected the release of the funds have ever been interrogated nor even interviewed in this regard.  As a matter of fact, officers of the office of the National Security Adviser have testified in court that the payment made to me followed all due process usually observed in the establishment.

4) It is of interest to note that the prosecution has not alleged any mens rea or collusion on my part other than the suggestion that I 'ought to have known' of the alleged unlawful activity. Also the alleged illegality of the funds has neither been established in law nor in fact.

5) I have NEVER held a government office and/or position and could not therefore have had any access to government funds.
6) In view of the weakness of the case against me, the APC led Federal Government resorted to all kinds of dirty tactics to dehumanise and intimidate me.They have done everything humanly possible to ensure complete persecution starting from bringing me to court in handcuffs( and parading the capture of Nigeria's most wanted) to media trials and constant interference with my case.

7) I have been reliably informed that the Federal Government has ordered a conviction at all cost to ensure that the PDP is tainted before the elections. The government 's determination to achieve this objective is clearly highlighted by the refusal to allow me attend to my deteriorating health notwithstanding several expert medical opinion on the matter.

8).By going to the media to name me a looter(without cross-checking the definition and dictionary meaning of the word) the federal government has not only given a body language but has issued a direct intimidation and threat to the judiciary to get a compulsory conviction.

9) It is now clear that the APC led government  that thrives in impunity and intimidation of other arms of government will not allow justice to be done in my matter. It is incontrovertible that our country has descended into the worst form of draconian rule where the executive arm directly interferes and seeks to control and determine matters within the purview of the legislature and the judiciary.

10) In view of this unprecedented executive rascality and lawlessness, I have asked my lawyers to review the implications of this latest attack by the government and take appropriate steps for redress

11) In all, my faith is firm in God that this tyranny will not last forever and that no mortal is omnipotent in my matter.
